Clark joined the London Borough of Barking and Dagenham in 2002 as head of HR, education, arts and libraries

Since then she has held positions including group manager of business change and strategy, group manager of organisational development, and group manager of support and development. Former roles include HR manager at Slough Borough Council, education personnel manager at the London Borough of Redbridge, and head of governor support training and information, also at Redbridge.

Clark holds a postgraduate diploma in human resource management from Anglia Ruskin University.
